Welcomes youth 18 and under with interests in ham radio and electronics. Meets twice a month at various locations. The call sign, N0QCX, honors Ellie Van Winkle, who created BARC Jr. in 1992 and served as its director for close to 25 years. During those years about 250 young hams were licensed. Her call sign lives on with BARC Jr., as an honor and legacy.
