The FCC Universal Licensing System (ULS) electronic batch filing (EBF) system is back up and running. The system had not processed any VEC license and examination session files since early on September 28. ARRL VEC Manager Maria Somma, AB1FM, said she was told that the root cause was a process that had stopped running on an FCC server.

“ARRL VEC has begun to transmit into FCC EBF system the approximately 150 exam sessions and nearly 500 applications that were waiting in the queue,” Somma said.

The FCC essentially went offline in early September while it moved a number of its servers. It’s not known if the recent problem was related.

A near-complete FCC shutdown was averted on September 30 when the US House went along with the Senate in passing a continuing resolution to fund the US Government until December 11. In the hours before the House acted, however, the FCC released a “Plan for Orderly Shutdown Due to Lapse of Congressional Appropriations.”
