FCC Forms

FCC and VEC Forms and their Uses

Applicants must file online at the FCC website for certain license transactions. The FCC does not accept manually filed paper forms.
NCVEC and ARRL application forms may only be sent to ARRL.
The NCVEC 605 form is used to apply for a new or upgrade license at an exam session.
Refer to the chart below for information regarding required forms and application filing fees.


Please be aware that the FCC charges an application fee for certain filings. View the application fee filing guide and instructions on the FCC Application Fee webpage. The FCC fee must be paid directly to the FCC not to an organization or exam team.

*The NCVEC Form 605, different from the FCC Form 605, is much more "user-friendly," but must be sent to a VEC for processing, not to the FCC. The FCC no longer accepts paper filings. As a service to ARRL members, the ARRL will process NCVEC Forms 605 for free. FCC application fees will still apply where applicable and must be paid by the applicant.

** The FCC has privatized the club call sign assignment program. Any club or military-recreation station must go through a Club Station Call Sign Administrator (CSCSA). Vanity Call Sign Requests and Vanity Call Sign renewals are the exceptions and may be filed directly with the FCC.
The FCC says that trustees and custodians of club or military-recreation licenses should not use their personal Social Security Number for these licenses. Instead, for clubs, separately register the club through the FCC CORES system.

***  When registering electronically under the ULS and CORES (COmmission REgistration System), you will be forwarded automatically to the proper area of the FCC website to obtain an FRN after you create an account, and your account and email address is verified via an email from the FCC.  An individual or entity is not required to have a call sign but is required to have an FRN when conducting any business with the FCC. 
 

Form Descriptions

  • NCVEC 605 Form -- used for new license applications and upgrades, license renewals, and name, mailing address, and email address changes. This form cannot be submitted to FCC. Visit the NCVEC 605 Form Instructions page.
  • ARRL VEC Form 605-C -- used for new club or military recreation station licenses, modifications or duplicate requests of a club or military recreation station license or NON-VANITY club renewals or VANITY club renewals with associated FCC Regulatory Fee. This form cannot be submitted to FCC. 
  • FCC Form 610-A -- No longer used for reciprocal operating. See International Operating.
  • FCC Form 610-B -- No longer used for applying for a new club station license, or for renewing a club, military recreation or RACES station license.  See ARRL VEC form 605-C above.
  • FCC 605 Form -- As of June 29, 2021, the FCC no longer accepts paper filings. Applicants must login and file applications in the License Manager System on the FCC website.
